Ingredients
For the Brownie Layer:

½ cup unsalted butter

1 cup granulated sugar

2 large eggs

1 tsp vanilla extract

⅓ cup unsweetened cocoa powder

½ cup all-purpose flour

¼ tsp salt

¼ tsp baking powder
For the Chocolate Mousse Layer:

1 cup semi-sweet chocolate chips

1½ cups heavy whipping cream (divided)

2 tbsp powdered sugar

1 tsp vanilla extract

Instructions
Step 1: Preheat the Oven and Prepare the Pan
Preheat your oven to 350°F (175°C).
Line an 8×8-inch baking pan with parchment paper, leaving an overhang for easy removal.
Step 2: Make the Brownie Layer
In a medium saucepan, melt the butter over low heat.
Remove from heat and stir in sugar, eggs, and vanilla extract.
Add cocoa powder, flour, salt, and baking powder, and mix until just combined.
Pour the batter into the prepared pan and spread evenly.
Step 3: Bake the Brownies
Bake for 20–25 minutes, or until a toothpick inserted in the center comes out with a few moist crumbs.
Let the brownies cool completely in the pan.
Step 4: Make the Chocolate Mousse
In a microwave-safe bowl or over a double boiler, melt the chocolate chips with ½ cup of heavy cream until smooth.
Let cool slightly.
In a separate bowl, whip the remaining 1 cup heavy cream with powdered sugar and vanilla extract until soft peaks form.
Gently fold the cooled chocolate mixture into the whipped cream until fully combined and fluffy.
Step 5: Assemble the Brownies
Spread the chocolate mousse evenly over the cooled brownie layer.
Chill in the refrigerator for at least 2 hours, or until the mousse is set.
Step 6: Slice & Serve
Lift the brownies out of the pan using the parchment overhang.
Cut into squares and garnish with shaved chocolate or a dusting of cocoa powder if desired.
